한국인 원폭피해자와 원폭피해자 2세환우, 한국인 원폭피해자 지원단체 활동가들이 오바마 미국 대통령 방일에 맞춰 일본에 간다. 오바마 대통령은 오는 26일부터 1박 2일간 일본 히로시마를 방문한다.

불교닷컴에 따르면 일본 방문단은 성락구·심진태 (사)한국원폭피해자협회 대표 등 5명, 원폭피해자2세환우, 평화와통일을여는사람들, 합천평화의집 활동가를 포함해 약 10여명으로 구성된다. 이들은 치료차 히로시마에 체류 중인 한국인 원폭피해자와 일본에서 한국인 원폭피해자들을 지원하는 단체 회원 등과 현지에서 합류할 예정이다.

 

방문단은 우선 오는 24일 마크 리퍼트 주한 미국대사와 면담을 추진한다. 이어 26일 오전 10시 미 대사관 앞에서 일본 방문단 및 시민사회 공동 기자회견을 가질 예정이다. 같은 날 오후 6시 일본 히로시마 평화공원 앞 한국인 위령비 앞에서 추모식을 갖는다. 27일에는 히로시마에서 오바마 미국 대통령 면담을 요청하고 편지를 전달할 계획이다.

 

단체들은 한국원폭피해자 인정과 사죄, 배상 등이 이루어지지 않는 이류를 “한국 정부의 무관심과 외교적 무능에도 그 책임이 있지만 침략과 식민지배에 대한 책임을 인정하지 않은 일본과 이를 비호하며 원폭 투하의 원죄적 책임을 회피하는 미국에게 더 큰 책임이 있다.”고 보고 있다.

 

이들은 오바마 대통령에게 “히로시마를 방문하면 먼저 아무런 죄도 없이 일본의 침략과 식민 지배로 인한 강제징용과 피폭이라는 이중, 3중의 고통 속에서 죽어간 한국인 원폭피해자 위령비를 찾아 사죄할 것”을 요구할 예정이다.

 

더불어 (사)한국원폭피해자협회 등 일본 방문단은 일본 방문에 앞서 미국정부의 한국인 원폭피해자 인정, 조사, 사죄 및 배상을 촉구하는 제반 활동을 진행할 예정이다.

 

아래는 미 대통령 오바마에게 보내는 서한 전문, 

 

 Letter to U.S. President Obama We Demand Recognition, Investigation, Apology and Reparation for Korean Victims of the Atomic Bomb! 

 

 Dear U.S. President Obama!

  

We urge that on your upcoming trip to Hiroshima, you first visit the monument dedicated to innocent Korean atomic bomb victims - forcibly conscripted to Japan by the Japanese colonial government then killed in the U.S. bombing of Hiroshima - and offer an apology.

  

Koreans comprise the second largest number of nuclear bomb victims. 70,000 to 100,000 Koreans (1/10 of the number of Japanese victims) were bombed, and 50,000 of them died (1/6 of the number of Japanese who died). Of the 50,000 Korean survivors of the atomic bomb, 43,000 returned to South Korea, but we and our children faced poverty, discrimination and neglect from the international community as well as our own government. Although we suffer from the long-term effects of radiation exposure, many died without receiving proper treatment. What’s more heartbreaking is that our children continue to battle terrifying illnesses, but there is still no official recognition of the hereditary nature of radiation exposure.

  

Seventy-one years after the U.S. bombing of Hiroshima, there has been no investigation to fully account for the Korean victims, let alone an apology or reparation. The South Korean government bears responsibility for its neglect and diplomatic incompetence, but the greater responsibility lies with Japan, which refuses to acknowledge responsibility for its invasion of and colonial rule in Korea, and the United States, which evades responsibility for its original sin of dropping the atomic bombs.

  

As the whole world knows, the United States, fully aware of the horrific crime it was about to commit against humanity, developed the first nuclear bomb and dropped it on innocent people. Even now, we cannot suppress our outrage at the inhumane nature of U.S.’ action, not just aimed at soldiers or military facilities but an indiscriminate decimation of civilians, men and women, young and old, on their way to work.

  

We believe that you advocated “a world without nuclear weapons” in 2009 because you know very well the terrifying potential of nuclear weapons and the destructive and tragic consequences it can bring to humankind and our natural environment. Creating a “world without nuclear weapons” is an act of restoring human rights and justice for victims of the nuclear bomb, and as such, the United States should start by acknowledging its responsibility to all nuclear bomb victims in 33 countries around the world, including the Korean victims. But the U.S. government and you, President Obama, who advocated “a world without nuclear weapons,” continue to refuse to take such responsibility.

  

We urge your cooperation in publicizing information and documents related to Korean victims of the atomic bomb and implementing a comprehensive investigation to uncover the truth. As of 2015, only 2584 Korean victims were registered members of the Association of Korean Atomic Bomb Victims. Our very existence is testimony to the horror of nuclear war, but our average age is 80 years. In a few more years, we may all be dead.

  

We live out the last days of our lives wondering, “Is the United States simply waiting for all the victims to die? Does it want all evidence of the damage caused by the atomic bombs obliterated?” We urge the United States to acknowledge and investigate the damage caused by its use of the atomic bomb and offer an apology and reparation before it’s too late.

  

We also demand the Japanese government to take legal responsibility and offer a sincere apology and reparation. The majority of Korean victims of the atomic bomb were laborers forcibly conscripted by the Japanese colonial government. We did nothing wrong to deserve being dragged away from our homeland and being made to suffer, but the Japanese government has never once acknowledged its responsibility. The Japanese government turned its back on the Korean atomic bomb victims and excluded us from the relief law aimed at aiding Japanese atomic bomb survivors.

  

Korean atomic bomb survivors and their descendants are living witnesses to the painful history of Japanese colonial occupation, as well as war and nuclear destruction.

 

Korean atomic bomb victims suffered, not because of any individual wrongdoing but due to Japan’s colonial rule and U.S.’ use of the atomic bomb. Therefore, recognition, investigation, apology and reparation for Korean atomic bomb victims are a matter of duty for the U.S. and Japanese governments.

  

We hope that your visit to Hiroshima will not be used to further the Abe government’s intention of painting Japan merely as a victim and evading responsibility for its past imperialist war and colonial rule. We hope that your visit to Hiroshima will be a time for sincere introspection and apology to atomic bomb victims around the world, including Japan and Korea, and an opportunity to declare to people in the United States and around the world that nuclear weapons shall never again be used against humanity. On behalf of all atomic victims, we urge you from the bottom of our hearts to take the lead in realizing a “world without nuclear weapons” by stopping the modernization of nuclear weapons and focusing the remaining days of your administration to outlawing and reducing nuclear weapons towards eventual total disarmament.

한국인 원폭피해자에 대한 인정, 조사, 사죄, 배상을 요구한다!

 

오바마 미 대통령 귀하!

 

우리는 귀하가 히로시마를 방문하면 먼저 아무런 죄도 없이 일본의 침략과 식민 지배로 인한 강제징용과 피폭이라는 이중, 3중의 고통 속에서 죽어간 한국인 원폭피해자 위령비를 찾아 사죄할 것을 요구합니다.

 

한국은 일본 다음으로 세계에서 두 번째로 많은 사람들이 피폭을 당한 원폭 피해국입니다. 한국인 피폭자는 그 수가 무려 7만 명~10만 명으로 일본인 피폭자의 1/10이 넘으며, 사망자는 약 5만여 명으로 일본인 사망자의 1/6에 달합니다. 살아남은 한국인 피폭자 5만여 명 중 4만 3,000명이 한국으로 돌아왔지만 이들과 그 후손들은 가난과 냉대, 국제·국가적 무관심 속에서 원폭 후유증에 시달리면서도 치료조차 받지 못하고 하나, 둘 죽어갔습니다. 더욱 쓰라린 것은 우리 후세들이 원폭피해의 유전성을 인정받지 못한 채 지금도 무서운 병마와 싸우고 있다는 사실입니다.

 

피폭 71년이 지난 지금까지도, 한국인 피폭자들의 피해 전모에 대한 조사도, 사죄와 배상도 이루어지지 않았습니다. 한국 정부의 무관심과 외교적 무능에도 그 책임이 있지만 침략과 식민지배에 대한 책임을 인정하지 않은 일본과 이를 비호하며 원폭 투하의 원죄적 책임을 회피하는 미국에게 더 큰 책임이 있다고 할 것입니다.

 

아시다시피 미국은 엄청난 반인륜적 피해를 예상하면서도 세계 최초로 원자폭탄을 개발, 투하했습니다. 그것도 군인이나 군사시설도 아닌 출근길 민간인들을 겨냥한, 남녀노소를 가리지 않은 무차별적인 살상이었다는 사실에 우리는 지금도 미국의 반인도적 행위에 분노를 금할 수 없습니다.

 

귀하가 2009년 ‘핵무기 없는 세계’를 주창한 것은 핵무기의 이러한 가공할만한 위력과 이것이 인류의 지속 가능한 생존과 자연환경에 끼칠 파괴적이고 참담한 결과를 잘 알기 때문이라고 생각합니다. 따라서 ‘핵 없는 세계’는 피폭자들에게 인권과 정의를 되돌려주는 것으로부터, 한국인 피폭자들을 비롯한 33개국의 피폭자들에 대한 미국의 책임을 인정하는 것부터 시작되어야 마땅한 것입니다. 그러나 역대 미국 정부는 물론이고 ‘핵 없는 세계’를 주창한 귀하마저도 그 책임을 인정하지 않고 있습니다.

 

이에 우리는 한국인 피폭자 관련 정보와 자료를 공개하고 한국인 피폭자 실태에 대한 전 방위적인 진상조사가 진행될 수 있도록 협력할 것을 귀하에게 요구합니다. 현재 한국원폭피해자 협회의 등록된 피폭자들은 2,584명 (2015년 한국원폭피해자협회 기준)에 불과합니다. 핵의 참상을 존재 자체로 증명하는 이들의 평균 연령은 80세입니다. 몇 년이 지나면 우리는 다 죽게 될 것입니다. 우리는, 혹시 미국이 피폭자들이 다 죽기만 기다리는 것은 아닌가, 그래서 피폭 증거가 말살되기를 바라는 것은 아닌가! 하는 걱정 속에서 하루하루를 살아가고 있습니다. 우리는 더 늦기 전에, 미국이 핵무기 사용과 그 피해에 대한 책임을 인정·조사하고 사죄와 배상에 나설 것을 요구합니다.

 

우리는 또한 일본 정부의 법적 책임 인정과 진심 어린 사죄와 배상을 요구합니다. 한국인 원폭 피해자들 다수는 일본의 식민지배로 강제로 징용된 노동자들입니다. 우리는 아무런 죄도 없이 일본에 끌려가서 고통을 겪었지만 일본 정부는 지금까지 단 한 차례도 그 책임을 인정하지 않았습니다. 일본 정부는 한국인 원폭 피해자들을 외면했고 일본인 원폭 피해를 위한 ‘원호법’에서 한국인 원폭 피해자를 배제하고 차별했습니다.

 

한국인 원폭피해자 및 그 후손은 일제강점기 아픈 역사의 증인이자 전쟁과 핵 피해의 산 증인 입니다. 한국인 원폭 피해자의 고통이 개인적 잘못으로 인한 것이 아니라 일본의 식민지배와 강점과 미국의 원폭 투하에서 비롯된 것을 생각할 때, 미국과 함께 일본 정부의 한국인 원폭피해자에 대한 인정, 조사, 사죄와 배상은 당연한 소임이라 할 것입니다.

 

마지막으로 우리는 귀하의 히로시마 방문이 피해자로서의 일본을 부각시키고 침략전쟁과 식민지배에 대한 책임을 회피하려는 아베 정권의 의도에 이용되지 않기를 바랍니다. 또한 귀하의 히로시마 방문이 한국과 일본을 비롯한 전 세계 모든 피폭자들에 대한 진심어린 반성과 사과로 이어져 반인륜적인 핵폭탄 투하가 다시는 재발되지 않도록 미국민과 인류에게 경종을 주는 계기가 되길 바랍니다. 아울러 남은 임기 동안이라도 핵무기의 현대화를 중단하고 핵무기 불법화와 핵군축과 전면 폐기를 통해 ‘핵 없는 세계’라는 인류의 지향을 실현하는데 앞장서 줄 것을 모든 피폭자의 이름으로 간절히 촉구합니다.
