지난 8월 성주 군민들이 주도해, 사드 한국 배치 철회를 요구하는 미국 백악관 10만 청원 서명에 대한 백악관 답변 메일이 나왔다.

9일 미주 여성 커뮤니티 Missy USA에 따르면 백악관은 답변 메일을 통해 "미국과 한국은 한반도 및 아시아 태평양 지역의 평화와 안전을 보장하는 동맹을 강화하기 위해 필요할 때 한미 동맹의 핵심은 한국의 방위에 미국의 강력한 지원이 포함되어 있다."고 사드 배치 정당성을 주장했다.

백악관은 "북한은 올해 1월과 9월에 실시 된 핵 실험 뿐만 아니라, 유엔 안전 보장 이사회 결의를 위반하며 여러 탄도 미사일 시험을 하는 도발적인 행동은 전체 아시아 태평양 지역의 평화와 안보에 심각한 위협을 초래했다"고 강조했다.

 
백악관은 "2016년 2월 북한의 핵 및 미사일의 위협에 대한 대응으로, 미국과 한국은 사드 배치를 고려하는 논의를 시작했다."며 "북한의 지속적인 도발 때문에 미국과 한국은 동년 7월 8일에 순전히 방어 수단으로 사드를 배치하기로 결정했다."고 답했다. 
 
백악관은 "사드는 북한의 핵 및 탄도 미사일 위협에 대항에만 초점을 맞추므로 중국이나 러시아의 전략적 억지력을 훼손하지 않는다"며 "미국은 북한의 핵 및 탄도 미사일 위협에서 한국과 미국 군인을 방어하기 위한 사드 시스템을 구축하기 위해 한국과 협력하고 있다."고 답했다. 
 
결국 백악관 답변은 사드는 북한의 핵 미사일 방어용이고 중국과 러시아 견제용은 아니며, 한미동맹 강화를 위한 일이라고 주장하며 사드 한국 배치 철회나 재 논의는 일절 거론하지 않고 묵살했다.

A response for your petition on defense systems in South Korea:

Thank you for signing this petition reflecting U.S. policy in the Korean peninsula.

Under President Obama, the United States and the Republic of Korea (ROK) have worked to strengthen our alliance, which helps ensure a peaceful, secure, and prosperous future on the peninsula and in the Asia-Pacific region. A key part of our alliance includes strong support from the United States in defense of the ROK when needed.

In addition to the nuclear tests North Korea conducted in January and September of this year, North Korea performed multiple ballistic missile tests that directly violated several UN Security Council Resolutions. These provocative actions highlight the grave threat these actions pose to the peace and security of the entire Asia-Pacific region.

In February of this year, in response to the growing threat posed by North Korea's nuclear and missile programs, the United States and the ROK began discussions to consider deploying a Terminal High Altitude Area Defense (THAAD) system -- a mobile anti-missile defense system -- in order to improve the missile defense posture of the U.S.-ROK Alliance. Because of North Korea's continued provocations and refusal to engage in serious negotiations on denuclearization, the United States and ROK jointly decided to deploy THAAD as a purely defensive measure on July 8.

The THAAD battery will be focused solely on countering the North Korean nuclear and ballistic missile threat. THAAD will improve the U.S.-ROK joint missile defense posture in countering short-and medium-range regional ballistic missiles. It will not undermine China's or Russia's strategic deterrent. The United States is working with the ROK to deploy this system as soon as feasible in order to more safely defend our ROK Ally and U.S. military personnel deployed to the region from the North Korea nuclear and ballistic missile threat.

This decision reflects our ironclad commitment to defend our South Korean allies, especially in the face of the North Korean ballistic missile and nuclear threats.
